A native of Vicksburg, Troy graduated from Vicksburg High School in 1989 and attended Jackson State University where he studied Computer Science and Accounting. Troy also studied Forensic Science at the University of Southern Mississippi. Troy’s career in the Information Technology industry with Bell-South/AT&T and Electronic Data Systems lasted over 20 years. He later became a self-employed Information Technology (IT) consultant and currently owns and operates a local company in Vicksburg, Kimble Systems Incorporated (KSI, LLC). His company designs and installs computer systems, network and disaster recovery infrastructures, Voice over IP services and video surveillance security systems. His company also provides physical security personnel.
After a major project that Troy was working on was destroyed by Hurricane Katrina on the MS Gulf Coast, he was employed as a police officer with the Vicksburg Police Department in 2005. While at the Vicksburg Police Department for over 12 years, other opportunities presented themselves and Troy became the Assistant Chief of Criminal Investigations. Under his direct leadership in Investigations from September 2013 until March 2017 the Vicksburg Police Department had an unprecedented 100% solvability rate on all homicides and violent crimes. In January 2014, Troy was appointed and then elected as Warren County’s Central District Constable and is currently a member of the Mississippi Constable’s Association Board of Directors.
Troy is a State Certified Instructor where he instructs courses at the MS Law Enforcement Training Academy in Pearl, MS and throughout the state of Mississippi. After a slightly missed campaign bid for Vicksburg’s North Alderman’s seat in May 2017 Troy was appointed as Assistant Chief of Police in Clarksdale, MS. Upon returning home to Vicksburg in 2018, Troy was re-elected as Constable and proudly presently serves in that capacity. Troy has worked in many facets of law enforcement including administration and special ops command. Troy has been privileged to lead and conduct executive protection details for Presidential Cabinet Members, Governors, Miss America, and other dignitaries when they visited Vicksburg, MS. He has a proven track record as a leader in law enforcement and business administration. He has thrived in productive employee, departmental budgetary management, business ownership, and hands-on in the trenches with his staff and subordinates.
Troy remains highly active and community oriented in his service to Vicksburg and Warren County. Troy is a former member of the United Way Board of Directors and the Heritage Guild. Troy is the current Vice-President of the Vicksburg Chapter of Nubian Kruzers which promotes community service and outreach through[TK1] the motorcycle organization. Troy is a faithful member of local churches and participates in civic and social organizations helping to improve our community.
Troy is the father of four wonderful daughters, Kyla (22), Mani (13), Madisyn (10), and Kennedy (4). He has coached girls’ soccer and travel softball teams and participates in other activities and organizations to mentor our youth in Vicksburg.
